According to the 2000 United States Census, "New York City" is the largest city in the United States, with a population of over eight million people; the population of the entire metropolitan area is around twenty million. The city is comprised of five boroughs, with each borough being an area that is coterminous with a county of the state of New York: Manhattan (New York County), Bronx (Bronx County), Brooklyn (Kings County), Queens (Queens County), and Staten Island (Richmond County). Collectively, the five boroughs comprise an area of land 831 square kilometers in size.

The Big Apple, as New York City is commonly known, is a cultural center of unparalleled significance in the Western world. It is the largest and most important financial center in the world, and it is the home of the United Nations as well as a variety of world renowned institutions of arts, sciences, and letters. New York City is also the location of what has come to be known as "ground zero," formerly the twin towers of New York City's World Trade Center, which were destroyed on September 11, 2001 in the most notorious acts of terrorism in history.

Although the boroughs of New York City are legally separate counties, they do not have separate county governments. Rather, the New York City Charter allows each borough to elect a borough president who has a small discretionary budget to spend on projects within his or her borough while the city as a whole is governed by the New York City Council and the Office of the Mayor along with various other city departments. The only remnant of county government in New York City is found in the titles of the five independently elected district attorneys. This unique organizational structure has been in effect since 1898 when the city of New York (then comprised of Manhattan and the Bronx) merged with the city of Brooklyn as well as the largely rural areas of Queens and Staten Island.
